Uyghur is a Turkic language, closer to Uzbek than to anything spoken in Beijing, and a Uyghur booking is almost never routine. The person across the table is usually an asylum applicant describing internment camps, disappeared relatives or years of surveillance, and the interpreter has to be someone that person can trust. Our office is in New York and our Uyghur interpreters work nationwide; the community is small enough that many assignments run by video, and we say so up front.
Somewhere between 8,000 and 10,000 Uyghurs live in the United States, and the largest community is in Northern Virginia, within reach of Washington, with smaller groups in Los Angeles, New York, Boston and the Bay Area. Against that population the asylum caseload is enormous: by early 2022 around 800 Uyghur applicants were waiting in the backlog, and asylum organisations have described turning Uyghur clients away for want of an interpreter.
The first question is not dialect. It is who. A Kashgar speaker and an Urumqi speaker understand each other well enough for a hearing. What decides the assignment is whether the applicant can speak freely. Someone who fled the Chinese state will not describe a camp through an interpreter they suspect of ties to it, and a Mandarin interpreter is the wrong answer even when the applicant has some Chinese. We name the Uyghur interpreter to the attorney before the appointment and take any objection then, not in the interview room.
The affirmative asylum interview is the setting we are booked for most, and it is where the interpreter's discipline matters most. The officer is comparing the spoken account against the written declaration and against country-conditions evidence, and a Uyghur account is full of place names, camp designations and relatives' names that a careless interpreter compresses or drops. We brief every Uyghur interpreter to render the answer complete and neutral, pauses included, and never to explain or improve. Attorney preparation and the psychological evaluation for the claim go to the same interpreter where the applicant wants continuity.
No state runs a court certification exam in Uyghur, so a court that needs one uses a registered or otherwise qualified Uyghur interpreter, and we confirm in advance what the judge will accept. In immigration court the government supplies the hearing interpreter; the attorney still needs their own for client meetings, witness preparation and checking the record, and that is the work we take on. Rare languages are why courts and attorneys come to us in the first place. We are a private agency, not a court-appointed vendor, and a Uyghur assignment for a merits hearing is confirmed weeks ahead.
A Uyghur patient in a US hospital is usually a recent arrival, often carrying the physical and psychological after-effects of detention, and the history that comes out through a trusted interpreter is not the one that comes out through a relative or through Mandarin. Any provider that takes federal funding must supply a Uyghur interpreter at no cost to the patient. Video works for most consultations and is often the only option outside Virginia and California; for a trauma assessment or a psychiatric evaluation supporting an asylum claim we send someone in person where we can.
The paperwork in a Uyghur file is mostly not in Uyghur. Birth certificates come as notarial certificates from a Chinese Notary Public Office, and the household register, marriage certificate and diploma are Chinese documents too. What is in Uyghur is the evidence that matters most in an asylum claim: personal statements, letters from relatives, WeChat messages and voice notes, and the Uyghur side of a Xinjiang identity card, which does not always agree with the Chinese side. Names are where files fall apart. A Chinese passport writes a Uyghur name through Chinese characters and then pinyin, so the Muhtar of a school record becomes Muheta'er on the passport and Mukhtar on a US intake form, and USCIS reads those as three people until a translator says otherwise.
