Half the Samoan speakers we serve were born US nationals. A family from Pago Pago has never needed an immigration attorney, yet the grandmother at the hospital bedside still gives her history in Samoan and expects to be addressed properly while she does it. That is the shape of Samoan interpreting here: less about USCIS, more about courtrooms and clinics where an elder is being questioned. The Samoan map is a Pacific one. Honolulu holds the largest single Samoan population in the country, Long Beach and the Los Angeles harbor towns the largest on the mainland, and Salt Lake County, Tacoma, Anchorage and the Bay Area follow. Working-age Samoans almost always speak English; the interpreter is for their parents, and for anyone giving evidence about family or land in the language those matters happened in.
T or k? It is the first thing we ask. Spoken Samoan runs on two registers, and the difference is audible in the first sentence. The formal style used in church and ceremony keeps the t and the n; everyday speech turns them into k and g. An elder with a matai title, or anyone testifying about land or family, will use the formal style and expects to hear it back. An interpreter who answers a chief in kitchen Samoan has lost the room, and the testimony gets shorter as a result. We assign Samoan interpreters who are comfortable in both and know when a witness has shifted.
No state certifies court interpreters in Samoan, because it sits outside the languages covered by the national oral exam. What courts do instead varies. Utah keeps a register of Samoan interpreters it has vetted, and Hawaii's courts have gone as far as printing court forms in Samoan. In most other states the clerk has a name or two, and when those are unavailable the call comes to a private agency like ours. Much of a Samoan medical interpreter's work is chronic-care follow-up with a patient over sixty: a medication change, a specialist referral, a consent discussion before surgery. A hospital that takes federal money has to provide that interpreter free of charge; families are rarely told, and a grandchild ends up translating a prognosis. The grandchild will soften it. That is a kindness in the culture and a hazard in the chart. Video works for a routine review; for a diagnosis, for hospice planning or for anything involving a titled elder, we send a person.
Samoan is scattered across a lot of small places, and an in-person interpreter cannot always be in Anchorage by nine the next morning. Phone and video fill the gap: a school meeting in Kent, a benefits interview in West Valley City, a probation check-in. We can usually connect a Samoan interpreter by phone or video the same day, and for a hospital admission we start on video and follow in person if the matter runs on. For anyone born in independent Samoa who is going through USCIS, the briefing is the same as for any applicant: render the answer as given, the blunt version rather than the polite one.
Only one of the two Samoas produces paperwork that needs translating, and it is the smaller pile. Records from American Samoa are US records issued in English; file them as they are. Records from the independent state of Samoa come through the Bureau of Statistics or, where a birth was registered late, through whatever the family kept: a church register, a sworn declaration, a letter from the village. Those need a certified Samoan translation, and so does the material around a family case: a village council letter, a pastor's statement, text messages offered to show a relationship is real. The trap is the name. The apostrophe for the glottal stop and the macron over a long vowel vanish on US forms, so a translator has to pick one spelling and hold it across every page, matched to the passport, with the original form noted.
