Lingala reaches us through immigration attorneys, resettlement caseworkers and asylum offices far more often than through anyone else, and the request usually comes with a deadline attached. Our office is in New York and our Lingala interpreters work across the country, so for a hearing or a clinic visit in person we assign one based near you, and by phone or video we can usually connect the same day. Few agencies can staff Lingala at all. That is why courts and attorneys keep our number.
Before we look for an interpreter we look at the map. Congolese families who arrived through the refugee program came largely from the east of the country by way of camps in Tanzania, Uganda and Rwanda, and a great many of them grew up speaking Swahili or Kinyarwanda, with Lingala as a second or third language at best. Somebody from Kinshasa, the Equateur province or the north is a Lingala speaker in the full sense. Somebody from the Kivus may not be. So the first question at intake is which language the family uses at home, and we would rather send a Swahili interpreter to a Lingala booking than the reverse.
Street Lingala, not pulpit Lingala. The register matters as much as the language. Everyday Lingala in Kinshasa and Brazzaville borrows freely from French and has shed much of the grammar of the literary form, while the church and broadcast variety, Lingala Makanza, is one most people hear but do not speak. An interpreter who reaches for the literary register in a hearing sounds like a sermon and loses the witness. Ours work in the language people actually use.
Most Lingala court work in the US is before an immigration judge rather than a state bench: removal hearings, bond hearings and merits hearings on asylum claims from the DRC and Congo-Brazzaville. State and county courts see Lingala rarely, in a family matter or a criminal case, and no state runs a certification exam in it, so a qualified Lingala interpreter is appointed and the clerk often struggles to find one. Give us the court, the case type and the family's home region and we say what we can supply and when. We are a private agency, not a court-appointed vendor, and attorneys book us directly.
An asylum interview is a credibility exercise, and the officer is comparing the applicant's account today with the declaration filed months ago. A Lingala interpreter who summarises, who fills a pause, or who softens a description of what happened at a checkpoint or in a cell hands the officer a different story from the one being told. We brief every interpreter to render the words as spoken, hesitations included, and never to explain. For the same reason we do not accept a cousin or a pastor as the interpreter, however fluent.
Resettled Congolese families run into the health system early and often: the arrival screening, the school vaccination record, prenatal care, the specialist referral. Any provider that takes federal funding must supply a Lingala interpreter at no cost to the patient, and caseworkers tell us families are seldom told. Phone interpreting covers a routine appointment; for a diagnosis, a mental health assessment after trauma, or a consent conversation we send someone in person. A child interpreting for a parent at a clinic is something we see too often and something a hospital should never rely on.
Almost nothing in a Congolese file is written in Lingala. Civil records from both Congos are in French, and what arrives in Lingala is the evidence around the case: letters from family, church statements, messages and voice notes that support a claim. The French side is where the paperwork gets complicated. A birth in the DRC that was not declared within the legal window can only be registered after a court judgment, so a Lingala speaker's proof of birth is frequently a jugement supplétif from the tribunal de paix followed by the acte de naissance it authorised, and USCIS needs both translated with a short note on why there are two. Refugees resettled from the camps may have no civil record at all, only UNHCR registration papers and a ration card. Names split in translation. A Congolese post-name follows the given name and belongs to neither the first nor the last box on a US form, so one person ends up with two spellings in two systems.
