Dogri speakers mostly hold documents that are not in Dogri. Dogri entered the Eighth Schedule of the Indian Constitution in 2003 and became an official language of Jammu and Kashmir only under the 2020 Official Languages Act; until then the former state's official languages were Urdu and English. A birth certificate from the Jammu Municipal Corporation, a marriage certificate or a land record from the Dogri districts of Jammu, Kathua, Samba and Udhampur is therefore usually printed in English, or in Urdu on older records, with Dogri appearing in a handwritten name, a village name or an affidavit.
The trap is the script. Dogri is written in Devanagari today, but older Dogri material uses Dogra Akkhar, a Takri-derived script that most Devanagari readers cannot read, and the same Dogri name reaches an Urdu record in Nastaliq and an English one in a third spelling. About the Dogri Language
Dogri is an Indo-Aryan language spoken by around 2.5 million people, primarily in the Jammu region of Jammu and Kashmir (India). It received recognition as an official language of India in 2003.
