A request for a Bashkir interpreter is really two questions, and the first is whether Russian would do. Bashkir is a Turkic language of the Republic of Bashkortostan in the Ural region of Russia, where it shares official status with Russian, and nearly everyone who speaks it speaks Russian too. Our office is in New York; our Bashkir linguists are few and far between, so most sessions run by phone or video, with in-person assignment where one happens to be based near the hearing. We tell callers that at the outset rather than after the search.
The 2010 Russian census counted about 1.1 million Bashkir speakers, and the number leans toward the older generation. A working-age applicant from Ufa who studied and worked in Russian will usually be perfectly served by a Russian interpreter, and will often ask for one. The person who needs Bashkir is the grandmother from a rural district, the relative who came late in life on a family petition, or anyone whose evidence is about a childhood lived in Bashkir: a Russian interpreter will get the outline and miss the words that carried the meaning.
So we ask, and then we listen to the answer. A family will sometimes book Russian to be helpful and only in the waiting room discover that the applicant wanted Bashkir. Ten seconds at intake avoids that.
For a naturalization or adjustment-of-status interview the applicant supplies the interpreter, and the officer expects each answer rendered as it was given, not tidied. Where the applicant's Russian is second-hand, a Russian interpreter produces exactly the tidied version the officer does not want, because the applicant is already translating in their head before they speak. A Bashkir interpreter removes that step. We brief ours to render and nothing more, and we do not put a son or daughter in the interpreter's chair, however fluent.
No state runs a court interpreter certification exam in Bashkir, so a court that needs the language works with a qualified Bashkir interpreter and records the basis of qualification. We supply that basis. Bashkir sits among the rare languages that courts come to us for when their usual roster has nothing, and most of those sessions are by video into the courtroom. We take work from courts, attorneys and law firms directly, and we are a private agency, not a court-appointed vendor.
Any hospital or clinic that takes federal funding must provide an interpreter at no cost to a Bashkir-speaking patient, and the patient may ask for Bashkir even if a Russian-speaking nurse is on the ward. The elderly are the usual case: a consultation about medication, a consent form, a discharge plan explained through a grandchild who rounds the diagnosis off. Video handles most of that well, and it reaches the ward within the hour, which an in-person Bashkir interpreter rarely can.
The documents are almost never in Bashkir. Birth, marriage and divorce certificates from Bashkortostan come from the Russian civil registry office, ZAGS, printed on federal forms in Russian, so what USCIS receives is a certified Russian translation. The Bashkir problem lives in the names. The Bashkir alphabet has nine Cyrillic letters that Russian does not, and a Bashkir name reaches a passport only after two conversions: first into Russian letters, then from Russian into the Latin spelling on the passport page. A translator who romanises from the Bashkir form produces a spelling that disagrees with the passport, and that disagreement is the kind of thing a USCIS officer queries.
