Mien is not Hmong, and the booking form often says Hmong. Both peoples came from Laos through the same Thai camps and settled in the same California and Oregon towns, and a request for a Hmong interpreter sometimes turns out to be for a Mien patient. The languages are not mutually intelligible. We confirm Iu Mien before assigning a Mien interpreter.
It is the first generation, now elderly, who need a Mien interpreter, at the clinic more than anywhere: around 40,000 Iu Mien refugees were resettled in the United States between 1976 and 1995, and the community is now put at 50,000 to 70,000, most of it in California, with Oregon and Washington next. Mien is not one of California's certified court interpreter languages and no other state runs an exam in it, though at least one California county court keeps a full-time Mien staff interpreter. Elsewhere courts use a qualified Mien interpreter and come to a private agency like ours for it; we are not a court-appointed vendor. A federally funded hospital must provide a Mien interpreter at no cost. At USCIS the Mien interpreter renders each answer as given, without the tidying a grandchild supplies.

So an elder who came through the Thai camps between 1976 and 1995 usually holds no birth certificate at all. The file is the refugee paperwork: camp registration, the I-94, resettlement agency records, and a date of birth that may read January 1 because nobody knew the real one. A younger relative may hold a Lao birth certificate or a Thai record for a birth in camp. The Mien translation work is the Lao or Thai in full and any Mien-language statement, letter or voice message, each labelled as what it is rather than promoting a camp card to a birth certificate.
Mien names were written down by ear in camp and again on arrival, so the same clan name appears with and without its Sae prefix across a family's records; our Mien translators spell to the passport or naturalization certificate and note the variant.

About the Mien Language
Mien (Iu Mien) is a Hmong-Mien language spoken by around 800,000 people across southern China, northern Vietnam, Laos, and Thailand. The US Mien-American community is concentrated in Sacramento and Oakland (California), Portland (Oregon), and Seattle, descendants of refugees who supported US forces during the Vietnam War era and were resettled afterwards. Our Mien translation work is mostly USCIS family-reunification paperwork and the citizenship and benefits documents needed by older first-generation community members. Mien is written with a Latin-based system developed in the 1980s.
