Hokkien is not Mandarin, and it is not Fuzhou dialect either. Hokkien is Southern Min, the language of southern Fujian, of most of Taiwan as Taiwanese Hokkien, and of older Chinese communities across Southeast Asia. A Mandarin speaker who has never heard Hokkien understands almost nothing. It is also a different language from the Fuzhou (Eastern Min) speech of most Fujianese immigrants in this country, so Fujianese on a booking is not enough. Ask the city. Taiwanese, Malaysian and Fujian Hokkien are one language with different loanwords; tell us where the speaker is from and we match where we can. Younger speakers have Mandarin, English or Malay; the grandmother giving a medical history and the witness under pressure often do not. No state runs a court certification exam in Hokkien, so courts use a qualified Hokkien interpreter. Hospitals that take federal funds must provide a Hokkien interpreter at no cost. At USCIS the Hokkien interpreter renders each answer as given.

Hokkien (Min Nan) is a Southern Min Chinese variety spoken by around 50 million people, primarily in Fujian province (where it originated), Taiwan, parts of Southeast Asia (Malaysia, Singapore, Indonesia, the Philippines), and the global Chinese diaspora. Is a Hokkien interpreter the same as a Fukienese or Fujianese interpreter?
Not usually. Hokkien is Southern Min, spoken in southern Fujian, Taiwan and Southeast Asia. Fukienese in the United States almost always means the Fuzhou dialect of northern Fujian, a different language. Tell us the city the speaker's family is from and we assign a Hokkien or a Fuzhou interpreter accordingly.
My surname is Tan on my Malaysian birth certificate and Chen on my relative's Chinese papers. How do you translate it?
As the passport spells it, with the other form noted. Tan is the Hokkien pronunciation of the same character that Pinyin writes as Chen. We translate the record in full, spell the name to match the passport and add a translator's note connecting the variants.
