Iranian Azeri is not Baku Azerbaijani, and it is not Persian either. Some 14 to 17 million people speak Azeri, often called Turki, in northwest Iran. It shares its grammar with the language of Azerbaijan but carries Persian and Arabic vocabulary a northern speaker does not know and follows Persian sentence patterns, so for an Iranian speaker we assign an Azeri interpreter from the Iranian side rather than one from Baku, and we do not substitute a Farsi interpreter unless the person asks for one. Most Azeri speakers from Iran also speak Persian and manage a routine appointment in it, but an asylum applicant describing events in a village outside Tabriz, or an elderly patient, answers in Azeri, and the account changes when it is filtered through a second language. No state runs a court certification exam in Azeri, so courts use a qualified Azeri interpreter, and Azeri is one of the rare languages courts come to us for, usually by phone or video. Hospitals that take federal funds must provide an Azeri interpreter at no cost. At USCIS the Azeri interpreter renders each answer without softening or explaining it.

Azeri is another name for Azerbaijani, the official language of the Republic of Azerbaijan and the most widely spoken Turkic language after Turkish. About 30 million people speak it, with the majority actually living in Iran rather than in Azerbaijan itself.
